Not Fasting and Eating in Public During Ramadhaan

Q: Saum-1: What is the ruling concerning not fasting during Ramadhaan without a valid excuse and then eating and drinking in public?

Answer: Such a person is a Faasiq (open sinner) and has undermined the Deen. A Muslim Khalifah may punish the offence by death.
