Reciting the Tasmiya Loudly or Softly between the Surahs during the Taraaweeh salaah

Q: Salaah-:420 When reciting the Qurlaan during the Taraaweeh salaah, does the Imaam need to recite the Tasmiya loudly or softly? There is a difference of opinion here. While some say that it is to be recited loudly, others say that according to Imaam Abu Haneefah RAH. it is recited audibly only once and not at the beginning of every Surah. What is correct?

Answer: The Imaam needs to follow the rules of Qiraa'ah when not performing salaah whereas in salaah he needs to follow the ruling of Imaam Abu Haneefah RAH. it is inappropriate to contradict this ruling. Fataawaa Daarul Uloom (Vol.4 Pg.264-5) quotes from Shaami (Vol. 1 Pg.457 ) stating that according to the Hanafi school of jurisprudence, it is unanimously agreed that the Tasmiya is recited silently and this is what the Ulema of Deoband have always been doing.

Imdaadul Fataawaa-2 makes it clear that the Tasmiya is a part of the Qur'aan even though not part of any particular Surah or beginning of a Surah. It is therefore necessary to recite is audibly at least once during the recitation, otherwise it will be incomplete for those listening to the Imaam. And Allaah knows best what is most correct.
