Q: Imaan-99 : Respected Mufti Sahib. I have read your Fatwa titled "For a non-Aalim to deliver a Lecture". It is well substantiated, far-sighted and absolutely correct. Delivering lectures is most definitely the task of the Ulema. There are juts a few matters that I would like to enquire from you. Your reply will be greatly appreciated.
With the grace of Allaah, the efforts of the Tablighi Jamaa'ah has spread very widely. It has touched the lives of many people and caused them to completely reform themselves. They now have the realisation of the Aakhirah and go out every so often in Jamaa'ah with the intention of reforming themselves.

The elders of the Tablighi Jamaa'ah have formulated the six points and their directive to every member of the Tablighi Jamaa'ah is to speak only within the confines of these six points when giving Da'wah. When engaging in the work of Da'wah, one needs to give talks. Will this then be permissible when one remains within the six points when talking to people about being particular about their duties to the Deen, to the Faraa'idh and to create the consciousness of the Aakhirah within them? People who do not have a good opinion of this effort object to this.

Answer: While it is forbidden for non-Ulema to deliver lectures, it is not necessary to be an Aalim to give talks confined within the six points while also speaking of related matters derived from the books that the elders of the Tablighi Jamaa'ah have prescribed. At the same time, the person should take care not to speak anything more from his own side. Hadhrat Sheikh Moulana Muhammad Zakariyya RAH. has written a detailed reply to the objection that states, "Tabligh is the work of the Ulema and not ignorant people." Hereunder follows part of his reply:
"This objection really arises from the inability to differentiate between Tabligh and delivering lectures. Delivering lectures really is the duty of Ulema and it is not permissible for non-Ulema. It is necessary to be an Aalim to deliver lectures so that whatever is said may conform with the teachings of the Shari'ah and does not conflict with the Qur'aan and the Ahadeeth.

However, Tabligh refers to conveying a message and it is not necessary to be an Aalim to take a message from one to another. The objection raised cannot be levelled at the Tablighi Jamaa'ah from Nizaamud Deen because it is only the prescribed six points that is spoken of in their efforts of Tabligh. It is these points that they observe, put into practice and with which they are sent to convey from city to city and country to country. It is also one of their principles that the seventh point is not to occupy themselves in anything other than these six points."
It is not permissible and Haraam without any reservations to be antagonistic towards the effort of Tabligh, to oppose it and to cause any harm to it. However, if the people involved do anything that is wrong in the Shari'ah, we should advise them as we advise out brothers. And Allaah knows best what is most correct.
