Making Istinjaa with Toilet Paper

Q: Taharaat-47: is it permissible to make Istinjaa with paper? In our country (Canada) we have paper specifically made for Istinjaa. Is it permissible to use this?

Answer: It is not permissible to make Istinjaa with paper and paper made specifically for Istinjaa may be used only when absolutely necessary, such as on a plane when water for Istinjaa is unavailable. And Allaah knows best what is most correct.
