When will the Laws of Safr Apply?

Q: Salaah-121: The very first ruling in the chapter discussing of Behisti Zewar (Vol.2 Pg. 47) it is stated that the laws of Safr (being a Musaafir) do not apply when travelling one or two Manaazil (one Manzil equals 16 miles). The question is: Do the laws then apply as soon as the third Manzil starts, i.e. from the 33rd mile? I often travel distances of between 33 and 48 miles. When do the laws start to apply?

Answer: The laws of Safr will not apply if the place one intends travelling to does not lie 48 miles away. A person will be a Musaafir when the place he intends travelling to lies 48 or more miles away. The laws of Safr will start to apply as soon as he leaves the surroundings of his town. And Allaah knows best what is most correct.
